What I have always wanted to see and half expected from Alara Reborn, is an instant that costs and it has;
As an additional cost, discard a card.
Choose one - counter target spell; or destroy target permanent.
That way it acts exactly like using a thoughtlace and red elemental blast. An old technique from alpha.

Pyroblast is a slightly improved copy of this. Only difference is you can cast a Pyroblast at a non-blue target, it just does nothing.

Pyroblast checks if the permanent/spell is blue or not during resolution.
So if you change the color using lace to counter any spells.
It is impossible to do that with Red elemental blast since it cannot target non-blue spell/permanent.

Its probably uncommon to keep it out of pauper, where Pyroblast actually does see a lot of play.
I really don't care. Pauper doesn't have the greatest counter decks. You're more likely to counter a draw spell. Like Gush.

Actually, Pyroblast is usually better, because like Nighthawk42 said, it can be cast to do nothing. Think storm.
